Natural disasters, technological accidents, natural disasters and other disasters… to Reduce the tragic consequences can, perhaps, only one way – a timely warning of impending trouble. For these purposes, use the signals of civil defense. They are designed to alert the population about emergency situations and about the danger of enemy attack.
The signals of civil defense intended for alerting the public about the military threat and emergency situations. What is an emergency? What might be an emergency?Emergency situation of natural character is adversity on a certain territory, developed as a result of dangerous natural phenomena that can entail human victims, harm human health, material losses and violation of conditions of life of the population. Emergency situation of natural character is also called natural disasters. Based on the causes (conditions) of occurrence of all natural disasters are divided into the groups geological, meteorological, hydrological (hydrometeorological) nature, as well as wildfires and disease outbreaks.
Modern production is increasingly complex. It is increasingly used toxic and corrosive components. On different modes of transport carry a large number of chemical, flammable and explosive substances – all this increases the likelihood and severity of accidents. A major accident involving human victims, significant material damage and other serious consequences, referred to as the production (or transportation) disaster.
Production or transportation accidents and disasters relate to manmade disasters. To those referred traffic accidents (accident), fires, explosions, accident with emission (threat of emission) of chemicals, accidents with the release (threat of release) of radioactive substances accident with emission (threat of emission) of biologically dangerous substances, sudden collapse of buildings, accidents on power systems, communal life-support systems, treatment facilities; hydrodynamic accidents.

In the Republic of Belarus at Republican, territorial, local and object levels created and perfected a warning system. It together and used all means wire, radio and television communication for solving problems on timely notification of the population about emergency situations in peacetime and wartime. The transmission of signals and information of the alert procedure is carried out automatically activating elektrolitnogo alerts, broadcasting networks, radio and television broadcasting interruption of broadcast programs to alert and inform the public voice. Speech information is transmitted to the population with the interruption of broadcast programs lasting no longer than 5 minutes. Allowed 2-and 3-fold repetition of the voice message.
There are five signals civil defense «Attention everyone!», «Air RAID,» «clear alarm», «Radiation hazards», «Chemical alarm».
THE SIGNAL «ATTENTION ALL!»
Method of alarm: an audible signal by sirens, beeps and other audible alarms that are installed in cities, settlements and enterprises. What purpose is served: to attract the attention of the staff and the public about the transmission of signals civil defense «Air RAID», «clear alarm», «Radiation hazards», «Chemical alarm» and information about accidents, catastrophes, natural disasters. Alarm actions: to include all available means of radio and telecommunication to hear information about the procedure.
THE SIGNAL «AIR RAID»
Method of alarm: the announcement on radio transmission and television receivers of information on the air danger within 2-3 minutes continuously in plain text: «ATTENTION! ATTENTION! CITIZENS! AIR RAID!» and a brief explanation of the actions on this signal. What purpose is served: to prevent staff and the public about directly incurred danger of enemy attack. Alarm actions: to observe peace and order, to turn off the light and water, take personal protective equipment, documents, supplies of food and water, quickly take the seats assigned to you in a protective construction (shelter, the basement, the basement room of the first floor of buildings), to stay in the refuge until further notice MOE on further action.
THE SIGNAL «CLEAR ALARM»
Method of alarm: the announcement on radio transmission and television receivers of information about end signal: «ATTENTION! ATTENTION! CITIZENS! THE CLEAR ALARM!». What purpose is served: the resolution to the personnel and the population to leave protective structures. Alarm actions: take all born remedies, food, water, personal belongings and leave the protective structure.
THE SIGNAL «RADIATION HAZARD»
Method of alarm: the announcement on radio transmission and television receivers of information about the threat of radioactive contamination for 2-3 minutes continuously in plain text: «ATTENTION! ATTENTION! CITIZENS! RADIATION HAZARD!» and a brief explanation of the actions on this signal. What purpose is served: to prevent staff and the public about the radioactive contamination of the area. Alarm actions: immediately put on means of protection of respiratory organs (gas mask respirator, cotton-gauze bandage, fabric dust mask) to take the prepared supplies of food and water, the documents and go into protective structures (shelters, fallout shelters, basements, first floors of buildings), to hold them seal and stay there until other orders of the civil defense headquarters, broadcasting and TV receivers to keep it turned on.
THE SIGNAL «CHEMICAL ALARM»
Method of alarm: the announcement on radio transmission and television receivers of information about the threat of radioactive contamination for 2-3 minutes continuously in plain text: «ATTENTION! ATTENTION! CITIZENS! CHEMICAL ALERT!» and a brief explanation of the actions on this signal. What purpose is served: to prevent personnel and public about chemical contamination and protection from highly toxic (poisonous) substances. The adoption of protective measures. Alarm actions: immediately wear masks (if available – protective clothing). Tightly close all Windows and doors and to go down to the shelter. If they are not near something to take the antidote, to carry out the sealing of Windows, doors, ventilation hatches and stay indoors until the signal «RELEASE of CHEMICAL ALARM» or other teams of the MOE, the receivers are not disabled.
